The Clean Energy Improvement Program is available in participating municipalities in Alberta. Check out the list of municipalities with programs available for residential property, including detached and semi-detached homes, town houses, and low-rise apartment buildings:

Beaumont

Low-interest financing

  • Finance up to 100% of project costs, up to a maximum of $50,000
  • The City of Beaumont offers a competitive fixed interest rate of 3.5%

Flexible payment through property taxes

  • Applicants have up to 20 years to pay back their CEIP loan.
  • You can pay off the full amount anytime, without extra fees.
  • Payments are made through your property tax bill.

Rebates for making improvements

  • Up to $1,100 in total rebates is available for completed CEIP projects
  • $400 for all approved, completed CEIP projects
  • $700 in additional rebates for projects achieving a 30% energy reduction (confirmed by a postproject EnerGuide evaluation)
  • The rebate is applied directly after the project is finished to homeowners’ Clean Energy Improvement Tax, reducing your total financing amount.
Calgary

Low-interest financing

  • Finance up to 100% of project costs, up to a maximum of $50,000
  • We estimate the interest rate to be in the range of 5.66% - 5.75%.

Payment terms

  • You have up to 20 years to pay back your CEIP loan.
  • You can pay off the full amount anytime, without extra fees.
  • Payments are made through your property tax bill.
Canmore

Low-interest financing

  • Finance up to 100% of project costs, up to a maximum of $50,000
  • The interest rate for Canmore residents is 2.7% (fixed).

Payment terms

  • You have up to 20 years to pay back your CEIP loan.
  • You can pay off the full amount anytime, without extra fees.
  • Payments are made through your property tax bill.
Spruce Grove

Low-interest financing

  • Finance up to 100% of project costs, up to a maximum of $50,000
  • The City of Spruce Grove provides a competitive interest rate of 3.5%.
  • The City of Spruce Grove offers a generous rebate of 7.5% applied directly to your Clean Energy Improvement Tax and added to your property tax bill, reducing your total financing amount.

Payment terms

  • Repayments are made through your property tax bill, and the financing remains tied to the property tax obligation (i.e., if you decide to sell your property, you can pay off the balance without penalty or leave the remaining balance with the property tax bill for the new owner).
  • The program offers flexible repayment terms of up to 25 years, with the option to repay in full anytime—penalty-free
St. Albert

Low-interest financing

  • Finance up to 100% of project costs, up to a maximum of $50,000
  • The interest rate for Canmore residents is 1.62% (variable, up to but no exceeding 3%).

  • You can pay off the full amount anytime, without extra fees.

Devon

Low-interest financing

  • CEIP provides financing for up to 100% of the project costs, while providing competitive interest rates. For our municipality, the fixed interest rate is 4%.

Payment terms

The program offers flexible repayment terms of up to 25 years, with the option to repay in full anytime—penalty-free.

Repayments are made through your property tax bill, and the financing remains tied to the property tax obligation (i.e., if you decide to sell your property, you can pay off the balance without penalty or leave the remaining balance with the property tax bill).

Incentives

A limited time $1,100 Incentive is available for completed CEIP projects. The rebate is applied directly to your Clean Energy Improvement Tax, reducing your total financing amount. This incentive will be applied to your tax roll upon completion of your project.

Edmonton

Low-interest financing

CEIP provides financing for up to 100% of the project costs, while providing fixed long-term interest rates.

  • Residential property owners and owners of multi-unit residential buildings (MURBs) can finance a minimum of $3,000 and up to $50,000 of retrofits through the program.
  • Non-residential (commercial, retail, not-for-profit, other) can finance up to $1 million of retrofits through the program.
  • A fixed interest rate of 6% remains a competitive interest rate for long-term financing (up to 20 years).

Payment terms

  • The maximum payment term is the lesser of 20 years or the effective useful life (EUL) of the eligible upgrades.
  • Repayments are made through your property tax bill. Because financing is tied to the property tax, repayment can be transferred to a new owner if you sell the property.
Sturgeon County

Low-interest financing

  • Finance up to 100% of project costs, up to a maximum of $50,000
  • The interest rate for Canmore residents is 3%.

Limited Time Rebate

  • Money back for a limited time. A 5% rebate for each residential project.

Payment terms

  • You have up to 20 years to pay back your CEIP loan.
  • You can pay off the full amount anytime, without extra fees.
  • Payments are made through your property tax bill.
Leduc

Low-interest financing

CEIP provides financing for up to 100% of the project costs, while providing competitive interest rates. For our municipality, the fixed interest rate is 0% on the first 73% of the project cost and the remainder charged at the Bank of Montreal prime rate (adjusted annually).

For example, if the BMO prime rate is 5%, then your CEIP project would be financed at 1.35%. Because you are paying interest on 27% of the project cost, interest is calculated as 27% of the prime rate, which in the example shown works out to 1.35%.

The program offers flexible repayment terms of up to 20 years, with the option to repay in full anytime—penalty-free.

The rebate is applied directly to your Clean Energy Improvement Tax, reducing your total financing amount. This incentive will be applied to reduce the financed amount placed on your tax roll upon completion.

Wetaskiwin

Low-interest financing

CEIP provides financing for up to 100 per cent of the project costs, while providing competitive interest rates. For our municipality, the minimum financed capital cost of the project must be at least $5,000, and the fixed interest rate is 3.2 per cent.

Payment terms

The program offers flexible repayment terms of up to 20 years, with the option to repay in full anytime — penalty-free.

Repayments are made through your property tax bill, and the financing remains tied to the property tax obligation (i.e., if you decide to sell your property, you can pay off the balance without penalty or leave the remaining balance with the property tax bill).

Rebates

A $650 rebate is available for completed CEIP projects. The rebate is applied directly to your Clean Energy Improvement Tax, reducing your total financing amount. This incentive will be applied to your tax roll upon completion of your project.
